New York, 4 March, 2024: A year since the historic High Seas Treaty1 was agreed by governments2 at the United Nations (UN) on 4 March 2023, the High Seas Alliance urged world leaders to re-double their efforts to protect the global ocean by ratifying the High Seas Treaty swiftly so that it can enter into force by the 2025 UN Ocean Conference in Nice, France.
New York, 20 February 2024: The High Seas Alliance congratulates Chile for becoming the first Latin American country to officially ratify the historic High Seas Treaty at the United Nations headquarters, thereby joining Palau as the leading nations in the Race for Ratification1.

Dubai, 2 December 2023: Recognizing that the ocean is the Earth’s most powerful climate regulator, Ministers and government representatives from across Asia, the Pacific, Africa, the Middle East and Europe urged all countries to accelerate ocean protections by swiftly ratifying the new High Seas Treaty during a high-level event held today at the 28th Conference of the Parties (CoP) of the UNFCCC in Dubai. On the same day, during his address at COP28, President Emmanuel Macron of France reaffirmed the goal of ratifying the High Seas Treaty by the 2025 UN Ocean Conference in Nice, to be co-hosted by France and Costa Rica.
The 28th United Nations Climate Change Conference (UNFCCC COP28) opened in Dubai on the 30th of December, and at this crucial juncture for the climate, the High Seas must be discussed as a priority. The UNFCCC COP28 and the Global Stocktake are critical moments to boost ocean-climate ambition for the High Seas, and to chart a better course for our ocean, our climate and our future.
The High Seas Alliance, in collaboration with AIDA, IUCN, and Rutgers University, is set to make waves at COP28 with a thought-provoking side event titled “How can international ocean law assist States to meet their climate change obligations?“.

The High Seas Treaty opened to State signatures on 20 September 2023 at the United Nations in New York . By signing, countries express their willingness to proceed to ratifying the Treaty.
After the first two days of signing, the count quickly reached 75 signatures. This amazing momentum really sets the Treaty in good stead for swift ratification and entry into force, making us one step closer to realizing the protection that the ocean so badly needs.
