The third meeting of the BBNJ Preparatory Commission (BBNJ PrepCom 3) concluded on 2 April, following two weeks of intensive and constructive work by governments to shape the rules, institutions and processes that will bring the BBNJ Agreement (High Seas Treaty) to life.

As the third and final session of the United Nations’ Preparatory Commission for the High Seas Treaty (BBNJ Agreement) draws to a close, the High Seas Alliance (HSA) welcomed the steadfast leadership of the co-chairs and dedication of most governments in lining up decisions on the Treaty’s set-up for its first Conference of Parties in January 2027. However, HSA warned that unresolved political issues unrelated to ocean conservation cannot slow the Treaty’s implementation at a critical moment for the ocean.

In January 2026, the world reached a turning point for the ocean. The High Seas Treaty became international law, establishing for the first time a comprehensive global legal framework to protect biodiversity in areas beyond national jurisdiction, nearly half of the planet.
This milestone is the result of decades of perseverance by governments, scientists, Indigenous Peoples, civil society, youth, and ocean champions around the world. It shows what is possible when multilateralism rises to meet shared planetary crises.
But entry into force is not the finish line. It’s the starting point.
Governments have just wrapped up two weeks of discussions in New York at the second Preparatory Commission (PrepCom 2) for the BBNJ Agreement. With the Agreement expected to enter into force as early as January 2026, the focus of this PrepCom was on preparing the institutions, rules, and processes that will be essential for implementation from day one.
On the opening day of the first Preparatory Commission (PrepCom 1) for the High Seas Treaty, the High Seas Alliance and a number of its members brought together delegates, policymakers, and civil society for a celebratory evening reception.
