The morning was taken up with a frustrating lack of ambition by some larger states around capacity building and tech transfer – CBTT. Developing states consistently stressed the importance of this, showing that much more work has to be done.

In the afternoon we saw an exciting coalescence of support for a decision-making body and specifically for this to be a Conference of the Parties – CoP, with very few countries expressing support for an assembly or council. This had been a model supported by some states and groups in the past and represents a substantive and positive move to an option supported by the HSA.

On the scientific body, it was encouraging to hear recognition and support by so many states regarding the need for a scientific body which we consider essential to ensure that decisions are based on sound science.
