CBTT informal-informals on 1 March 2023 revised proposals on Article 44 (Modalities for capacity-building and the transfer of marine technology) and Article 45 (Additional modalities for the transfer of marine technology) and were able to lift brackets on some paragraphs and move further towards common approach on others. On the first paragraph of Article 44, regarding the nature of obligation on technology transfer, delegations further converged on “shall cooperate to achieve” with the addition of “and seek to ensure” remaining in brackets. Many delegates suggested removing words “in particular” before developing states, a preference was also expressed to retain it. Discussions continued on “including related biotech” with only two delegations indicating a preference for retaining the text in brackets. On Article 45 a landing zone was found concerning the transfer of marine technology in paragraph 3 and all brackets in the paragraph were lifted.
