Aligns with the statement from G77+C. During IGC5 delegations have had deep and fruitful discussions on the draft text of the BBNJ agreement and much progress has been made. Equal and wide participation by delegations should be guaranteed and the state review mechanism, which is the nature and essence of a legal process, should be safeguarded. We are of the view that without the full agreement of member states, proposals from small groups should not be included in the text due to the lack of wide enough participation. Suggest that all delegations continue to submit proposals during the intersessional period until IGC5 is resumed. Wish to highlight that the BBNJ agreement is a package deal and the four elements are inherently connected to each other. Supports further negotiations in due course and are of the view that the BBNJ should be adopted by consensus.
