In September 2025, the High Seas Treaty achieved the 60 country ratifications needed to trigger its entry into force, and it officially became international law on 17 January 2026.

But the work doesn’t stop there, countries must continue to ratify the Treaty to achieve Universal Ratification, ensuring that all nations commit to the same rules and responsibilities for protecting the global ocean. Universal ratification strengthens international cooperation and guarantees that the benefits of ocean protection are shared equitably among all (learn more about the importance of universal ratification here).
