As the world prepares to gather in Nice, France, for the 3rd UN Ocean Conference (UNOC3), momentum for ocean protection has never been stronger. In just two years since its adoption at the United Nations, the High Seas Treaty (BBNJ Agreement) could be nearing a historic milestone.
With a high level of ratifications expected at UNOC3, we seem to be on the brink of a new era for the ocean. Once the 60th instrument of ratification is deposited, the Treaty will enter into force after 120 days, setting the stage for the first-ever legally binding global framework to protect marine biodiversity in areas beyond national jurisdiction.
This moment represents an extraordinary example of global cooperation and is the result of tireless efforts by countries, civil society, scientists, Indigenous Peoples, philanthropy, and ocean advocates. It shows that multilateralism still delivers and proves what’s possible when the world unites to tackle critical global challenges, especially amid the climate and biodiversity crises.
As we anticipate this pivotal milestone, it’s clear that ratification efforts must not stop at 60. The focus will then shift toward global ratification: ensuring that as many countries as possible, ideally all UN Member States, ratify the Treaty and fully commit to its goals. Only then can it truly fulfil its promise and contribute meaningfully to targets like protecting at least 30% of the ocean by 2030.
At the same time, countries must begin preparing for the implementation phase. Strong institutional bodies and inclusive processes under the Treaty are essential for ensuring fast and effective action.
Whether we cross the 60-ratification threshold at UNOC3 or shortly afterward, there is no denying the unprecedented political will demonstrated since the Treaty’s adoption in 2023. The message is clear: the world is ready to act for the High Seas, and UNOC3 is the moment to celebrate that collective commitment.
