The ocean needs your voice! This year marks a pivotal moment for the High Seas Treaty—a once-in-a-generation opportunity to protect almost half of our planet. But for this landmark Treaty to enter into force, it must be ratified by at least 60 countries. Together, we can ensure this happens by the next United Nations Ocean Conference (UNOC) in June 2025.
We’re calling on people around the world to join the #RaceForRatification by writing a message to your country leaders. The messages from people from all over the world will be displayed on a map to show our powerful, united global call for action. Each message is a plea to leaders worldwide to ratify the Treaty and secure a healthy, thriving ocean for generations to come. Your messages will also be delivered to them at key moments throughout the year.

Why Ratification Matters
The High Seas Treaty represents a monumental step forward in global ocean conservation. Securing at least 60 country ratifications is critical for the Treaty to take effect, enabling us to:
- Establish networks of Marine Protected Areas (MPAs) in the High Seas to safeguard and build resilience of marine ecosystems and the species that depend on them.
- Mitigate climate breakdown by protecting vital carbon sinks in the ocean.
- Support the livelihoods of billions of people who rely on the ocean for food, jobs, and climate resilience.
The Treaty is essential to securing a sustainable future for our planet in helping us meet the 30×30 Global Biodiversity Framework target: protecting at least 30% of the ocean by 2030.
The Road Ahead: Institutional Work in 2025
2025 also marks the start of the UN Preparatory Commission meetings in New York to begin agreeing on the institutional architecture that will help put the Treaty into action (also known as PrepComs).
These PrepComs are crucial as they will establish the rules and procedures that will guide the Treaty’s implementation. This work can be detailed and technical, but is essential in laying the groundwork for the strong, transparent and inclusive operationalization of the Treaty that ensures swift and robust action to reverse the ocean’s declining health.
