Willing to consider different arrangements. We would want certain requirements to be met: the principle of not undermining existing regimes and frameworks. With regard to who could make proposals for ABMTs, would be reasonable to allow only States Parties to make these. With regard to duration of proposed measures, we need a balanced and practical approach based on scientific information bearing in mind objectives and content of different measures. With regards to stakeholders to be consulted, we are open to how they can be consulted. We believe it should be as inclusive and participatory as possible. Any decision on proposed measures should be made by consensus in a form such as States Parties Meetings in the spirit of cooperation and promotion of active compliance.
